Technical rigour and creative sensitivity: the Tender Department as told by those who work in it every day

What does the Tender Department of an integrated design office do? What qualities should someone who wants to work in this area have? We talk about this with Michele Contardi, head of the Tender Department at DVArea.
The Tender Department is not just a support unit, it is the engine of a design office. We tend to think of it as a bureaucratic and boring job, but that’s a myth. We talk about this with Michele Contardi, head of the Tender Department at DVArea.
Hi Michele, can you tell us what the Tender Department does?
The Tender Department is part of the Group’s Business Development Department and plays a key role in the strategy for acquiring new contracts. First and foremost, we analyse and evaluate the types of tenders in which we could participate — both public and private. We participate in tenders for integrated contracts, planning services and construction work to support contractors. Depending on the type of tender, we prepare a technical proposal, carefully scrutinising each award criterion. The process begins with an open discussion within the team to define the strategy of approach and possible improvements that we propose, as well as planning the layout and graphic design.
What technical skills and soft skills are essential to succeed in this role in such a dynamic environment?
We are looking for people who can work with enthusiasm and respect in a multidisciplinary team. Curiosity is essential: we face complex challenges every day, sometimes daunting at first, but always stimulating. Versatility and open-mindedness are crucial, as our work requires both technical rigour and creative sensitivity. And finally, it is important to be able to handle the pressure that is typical of tenders: tight deadlines, complex requirements and a high degree of responsibility. We can always count on the support of the entire DVArea Group to help us tackle specific problems with customised solutions.

Speaking of tight deadlines: how do you deal with this time pressure?
In the world of tenders, deadlines are often the first challenge. Time is usually tight and doesn’t leave much room for reflection, creativity or in-depth analyses. But it is precisely at these moments that the strength of the team is revealed: if the team is united and well coordinated, even the most difficult challenges become opportunities for growth.
How do you see this sector developing in the coming years?
The market has been quite volatile in recent years and the world of tenders has developed accordingly. I expect interesting tenders to be published in the healthcare sector and for state-owned property assets from 2026. We have gained a lot of experience in these areas in recent years, which puts us in a strong competitive position.

What aspect of your work still surprises you even after years of experience?
Definitely the end result of our endeavours. There is something deeply satisfying about being able to express who you really are in just a few lines. Not just skills and numbers, but identity, vision and consistency. Every technical proposal is an opportunity to represent the entire Group — with pride and passion — and to communicate our most authentic values to an external evaluation committee.
Let’s talk about your team. What qualities do you look for in a new team member?
Versatility, willingness and a desire to take on any kind of challenge together with colleagues. In the tendering department, the value lies in each individual, but even more in the synergy of the team and the constant interaction with all the professionals throughout DVArea.
If you had to convince someone to pursue a career in this field, what would you say?
I think the main reason is the feeling of belonging to the team. We win and lose together and always know that we have given our best. We approach every tender with a smile and have confidence in our abilities.

What is the most rewarding aspect of your work? Is there a particular tender that has made you particularly proud?
The most rewarding aspect is definitely seeing the results of our hard work. Winning the tender is of course the cherry on the cake. One of the tenders I’m particularly proud of is one for a major infrastructure project in Brescia. It was a major challenge, in which we had to coordinate a team of no fewer than 8 companies and 4 planning offices. Given the complexity of the project, not only the Tender Department but also representatives from various disciplines. I was particularly pleased that they were involved with great enthusiasm and the utmost professionalism.
